Prioritising Applications

The Homeseeker Service uses a banding scheme to prioritise applications dependant upon the urgent nature of the applicants housing needs.

All housing and transfer applications received for rented accommodation will be assessed and placed in one of  the relevant bands dependant on your housing need. Priority bands are

Emergency Need - Very high priority where multiple (3 or more) Gold 1 & Gold 2 priorities apply.

Gold Band 1- Urgent housing need

Gold 2 - Homelessness, this band applies for cases where Torfaen Council has accepted a full housing duty under S193 1996 Housing Act applies.

Silver  - Moderate housing need

Bronze - Minimal housing need.

The table below sets out the banding scheme and gives examples of those applicants who would be eligible to be placed in each band.

The Homeseeker Team will base a priority band decision on the evidence you provide. We will take account of all details provided and will where necessary undertake necessary checks and verifications to evidence the band awarded to your application. An example of this would be where you are requesting priority for medical housing need and we may request an independant medical assessment through our advisiors.

Band	Criteria	Examples
Emergency Need	Very high priority	This applies to applicants in exceptional circumstances where the housing situation is so bad that at least 3 or more urgent and/or homelessness priorities apply
Gold Band 1	Urgent need to move	This includes evidence based information to provide priority for example Severe medical need where your current home is unsuitable and affects your quality of life Overcrowded Armed forces
Gold Band 2	Homelessness	Torfaen Council's decision that the applicant following necessary enquiries is owed a full housing duty within the housing law.
Silver Band	Moderate housing need	This includes evidence based information to provide priority for example Key worker Lacking bedroom Tenancy reward
Bronze Band	Minimal housing need	All other applicants including home owners and existing tenants who are not under threat of homelessness.

If you are dissatisfied with the decision to your band, you may request a review, you will be required to provide additional information to evidence your claim.
